A joint policy, even if it didn't stop a cartel, would be better able to withstand its power.  The real problem to me is that the more politics involved in cartels, the less market-oriented they are, and then fuel supplies get constrained under confused lines of distribution.
As for the public and their leaders,
Yes, there's got to be some kind of generalized anesthesia out there, I can't figure it out either.  I'm putting my hope into market actors rather than state actors on this one.  Although in Russia they've been definitely taking it on the chin.

I was just finishing an article on crafting a new joint U.S./EU policy toward Turkmenistan angled at cutting Russia out of south Caspian energy, when I saw the news you referenced above and my heart sank.  I think the idea of Europe bothering to have a cohesive energy policy along with an increased US engagement might stave off such a cartel, but it's going to be damned tricky.  And you'd have to convince people to, you know, care about it.  Argh.</description>
